It’s likely a negotiating tactic.
During a speech in Phoenix, Arizona, U.S. President Donald Trump expressed doubts over NAFTA re-negotiations, saying the agreement “will probably be terminated at some point.”
This is an often used negotiating tactic – taking a position far to one side, and then negotiating toward the middle to get what is really wanted.
Additionally, being seen as willing to walk away from the negotiating table can enhance leverage.
