Trump can override the will of the U.S. Congress, since the resolution did not receive a two-thirds majority. Still, it is a sign that support for Trump’s tariff agenda is crumbling.
The United States House of Representatives has voted 219-211 in favour of a resolution striking down the ‘national emergency’ Trump invoked to impose tariffs on Canada, a symbolic blow to the U.S. President’s tariff agenda and a sign that his control over Congress is weakening as his popularity declines:
Notably, six Republicans voted with Democratic Party Representatives, despite Trump’s pattern of threatening those who vote against him. This indicates that Trump’s ability to coerce Republicans is weakening. Unsurprisingly, Trump had issued a political threat just before the conclusion of the vote, a threat that did not sway those who defected:

There is a chance the resolution will also pass in the Senate, though it fell short of a veto-proof majority and will almost certainly be vetoed by the U.S. President. Still, we are seeing clear signs that Trump’s hold on the Republican Party, and broader support for his policies, is in decline. Trump has backed down on ICE deployments to major U.S. cities, backed down on Greenland, and is underwater on nearly every issue in the polls.
Trump’s economic assault on Canada is also a significant weakness for him. Polls show Canada is far more popular within the United States than Trump is, and that most Americans view trade with Canada as important to the U.S. economy:
This is why Canada should continue to stand firm and avoid signing a bad deal with the United States. While Trump keeps ramping up his threats, his leverage and influence are weakening, and Canadians need to stand together in the face of pressure on our sovereignty and economy.
